Article 3.3.2
All additional distance measuring devices (Halda, Tripmaster, Retrotrip, etc...) are forbidden. Only the original or similar speedometer, at its original place, will be accepted as the distance measuring device.
The participants cannot use, as a help during the event, any electronic equipment for internal or external communication except in case of emergency.

CHAPTER 1 : ANNOUNCEMENT

1.1

TITLE
Motor Union Classic Race will organise a regularity event for classic cars between Monday 20th to Thursday 23rd June 2005 in conformity with the Fédération Internationale des Véhicules Anciens (F.I.V.A.) Events Code :

CHAPTER 2 : GENERAL CONDITIONS
ARTICLE 2

Route Description
2.1
Liege-Rome-Liege is a road rally of +/- 1250 Km.
The average speed will conform with the F.I.V.A. Regularity Rally Event Code.
The event will be split into 4 legs, themselves split in sections.
The leg on Monday 20th June will start in the evening.
2.2
The route will be defined by tulip diagrams with distance.
In principle, the road book will contain all the changes of directions. However certain notes will be added to ensure competitor safety or to confirm passage controls.
ARTICLE 3

Eligible Vehicles
3.1
The event is open to :
3.1.1
PRE-WAR. All cars and similar models produced before 31/12/40.
3.1.2
POST-WAR. All cars and similar models produced before 31/12/60.
3.1.3
POST 1960 character cars. By invitation.
To know if your car is eligible, send us an e-mail or a fax with the following information about your vehicle: Make - type or model – year – cylinder capacity. Send a photo if possible and other information such as the history of the car or a record of its achievements.
We will reply as soon as possible.
3.2
The event will be divided into THREE AGE CATEGORIES and the following classes :
3.2.1
AGE CATEGORY A : Before 31/12/40
Class 1 up to 1150 cc
Class 2 from 1151 to 1300 cc
Class 3 from 1301 to 1600 cc
Class 4 from 1601 to 2400 cc
Class 5 over 2400 cc
3.2.2
AGE CATEGORY B : From 01/01/1941 to 31/12/1960
Class 6 up to 1150 cc
Class 7 from 1151 to 1300 cc
Class 8 from 1301 to 1600 cc
Class 9 from 1601 to 2400 cc
Class 10 over 2400 cc
3.2.3
AGE CATEGORY C : From 01/01/1961
Class 11 up to 1150 cc
Class 12 from 1151 to 1300 cc
Class 13 from 1301 to 1600 cc
Class 14 from 1601 to 2400 cc
Class 15 over 2400 cc
- Classes containing less than 5 competitors can be merged into the higher class.
- Any car, the performance of which, in the opinion of the Organiser, is so superior to that of others within the same Category,may be transferred to a higher speed Category. Crews will be informed about that with the confirmation of their entry.
3.3
VEHICLES REQUIREMENTS
3.3.1
Vehicles entered must conform to :
a- their original specification
b- the statutory regulations for the country of registration
c- their vehicle registration document
The FIVA identity card is required.
3.3.2
All additional distance measuring devices (Halda, Tripmaster, Retrotrip, etc...) are forbidden. Only the original or similar speedometer, at its original place, will be accepted as the distance measuring device.
The participants cannot use, as a help during the event, any electronic equipment for internal or external communication except in case of emergency.
3.3.3
The replacement of the original dynamo with an alternator is allowed.
3.3.4
Additional headlamps are allowed provided they have a metal body.
The leg of Monday June 20 will start in the evening.
A mobile projector may be mounted provided legal prescriptions are respected.
3.3.5
The tyres must be road types. Racing tyres are not allowed. The tyre profile must be at least 70% of the width, with the exception of the 185 and larger sizes where 65% will be accepted.
The tread depth must conform to Belgian road regulations. (min.depth 1.6 mm).
3.3.6
The vehicle must carry a minimum of one spare wheel, securely fixed.
3.3.7
The replacement of the original seats by bucket-seats is allowed as far as the latter respect strictly the aspect of the era.
3.3.8
All cars must carry one fire-extinguisher, correctly fitted.
3.3.9
Silencers : the noise of the exhaust-system must be in accordance with the road traffic regulations.
3.3.10
The organizers reserve the right to refuse to start, or to penalize, any vehicle:
a- which does not comply with the current regulations.
b- which does not respect its original configuration or which does not comply with the spirit of the period.
c- which has advertising or stickers which do not comply with the current regulations.
3.3.11
In case of doubt or fault, the competitor has to prove that the modifications made to the car are in accordance with the period modifications.
ARTICLE 4

Crews
4.1
The crew must comprise at least two people. (See Article 13.6)
4.2
The driver must hold a current driving licence valid in all the countries crossed.
4.3
Throughout the duration of the event competitors must comply with road traffic regulations.
ARTICLE 5
Team
Crews that wish to, may form a team.
5.1
A team will be made up of 3 crews.
5.2
A crew may only be in one team.
5.3
Only full teams at the finish will be quoted.
ARTICLE 6

Rally Plates
6.1
Two rally plates will be supplied. They should be fixed, clearly visible, to the front and rear of the vehicle, without obscuring the vehicle registration number.
6.2
In the event of retirement, crews must cover the rally plates and doors numbers
ARTICLE 7

Advertising
7.1
Advertising must be in accordance with the normal use, with the legal prescription and the FIVA regulations.
7.2
Competitors will be required to display the organisers advertising on their car.
ARTICLE 8

Entries
Liège-Rome-Liège is a rally on invitation.
8.1
Persons interested in taking part in this event are requested to fill in the enclosed entry application. (Please give the name and address of one of the drivers, as well as the vehicle specifications).
8.2
Crews who have been chosen by the selection committee will be advised by letter and invited to participate.
8.3
The entry fee is 3350 euros per car (crew of 2) for the 4 days and includes:
a- All the logistic material: road books, time controls and regularity sections, full services of the Stewards, Marshals and technical staff, calculation of the results and the rankings, insurance premium to insure the competitors against third party liability risks for the historic regularity rally
b- Transport of your car to the nearest garage in case of technical problems
c- Midday meal (Tuesday 21, Wednesday 22, Thursday 23)
d- Evening meal on Monday 20 and the Final Prizegiving Gala Dinner on the evening of Thursday 23
e- Festivities and receptions throughout the rally
f- Two rally plates
g- One set of road books
h- One time card
i - Two sets of door numbers
j- Two souvenirs per crew

Hotel accommodation is not included in the entry fee. A list of hotels will be provided for each stage and it is up to each team to book directly with their hotel.
Evening Meals on Tuesday and Wednesday are not included in the registration fee.

For those teams that desire it, the organiser offers an «All Inclusive» package at a fixed price which, in addition to the above services,
includes: :
- 4 nights in high class hotels
- Evening meals on Tuesday and Wednesday in luxurious and convivial surroundings
- Luggage service
- In case of technical problems with your vehicle, transport of the car and its team to the evening stage.
The fixed “All Inclusive” fee is set at 4600 euros per car (crew of 2) for the 4 days. Single room supplement : + 500 euros.

Irrespective of the type of entry package taken your car can be transported by lorry to the start in Bormio (Italy) June 20, and/or can also be sent back by lorry after the rally. Please contact us for details and costs.
8.4
Fees are payable on receipt of confirmation of acceptance of entry

Payment :
• By cheque made out to Motor Classic.
• By bank transfer to the account 340-0360003-74 of the Banque Bruxelles-Lambert in the name of Motor Classic a.s.b.l.
• By credit card VISA, EUROCARD or MASTERCARD.
Payment of the total amount before May 1 2005 allows participation.
8.5
Written withdrawal before May 1 2005 will qualify for a 100% refund of the entry fee minus 500 euros.
CHAPTER 3 : RUNNING OF THE EVENT
ARTICLE 9

Start
9.1
For all crossed countries, the official time will be the official Italian time. (Ora legale)
Cars will start at one minute intervals.
The start of subsequent legs will be as follows;
The first 20 cars to start will be the leading 20 cars in OVERALL RALLYE CLASSIFICATION ORDER based on their positions at the end of the previous leg, and will start in their Category Classification positions in Category order C.B.A.
The remaining cars will start in their Category Classification order based on their postions in the classification of the previous leg and in the order of Categories A,B, & C
ARTICLE 10

Time Cards
10.1
At signing on, each crew will receive a set of time cards and road books for all the event
10.2
The time card must be presented at each control. The accuracy of the entry is the responsibility of the competitors.
10.3
Any alterations must be initialed by the marshal.
10.4
Loss of the time card will incur a penalty.
ARTICLE 11

Controls
11.1
GENERAL PROVISIONS
11.1.1
All control zones will be indicated by means of official control boards.
11.1.2
Opening time for the controls : half an hour before the ideal time of the first competitor.
Closing time for the controls : half an hour after the ideal time of the last competitor.
11.1.3
It is forbidden to enter or to leave a control from a direction other than that indicated by organizers.
11.2
PASSAGE CONTROLS
11.2.1
At passage controls the marshal will stamp the time card without recording the time.
11.2.2
Passage control locations are not indicated in the road book.
11.3
TIME CONTROLS
11.3.1
The time keepers responsible for the time control will record the time when the card is given to him by a crew member, if both crew members and the car are in the control zone and in immediate proximity to the control table.
Penalties will not be given for clocking in during the course of the minute corresponding to a competitors ideal clock in time.
The time entered on the time card constitutes the arrival time for the end of the preceding section and the start time of the next, except when permitted by an official. When the time control is immediately followed by the start control of a Regularity Section, this start control is the start time for the next section.
11.3.2
The Road-Book will mention Time Controls where competitors may check in early without penalty.
11.3.3
If a competitor reports at a Time Control after Due Time, the lateness is added to that competitor’s Accumulated Lateness. If the Accumulated Lateness is 30 minutes or less then no lateness penalty will be applied. However, when the competitor’s Accumulated Lateness exceeds 30 minutes the lateness will be penalised at 5 points per minute (see section 17.3 item 7).
Accumulated Lateness is set to zero each day at the Start control. This means that a competitor can be up to 30 minutes late in total at Time Controls during all the day without penalty.
11.4
SPEED CHECKS
Speed checks controls may be established at any point. These controls will occur especially in urban centers and dangerous areas indicated in the road-book. (See Article 17.4)
ARTICLE 12

Regularity Sections
12.1
Regularity sections will be included in each leg and will take place on roads open to the public.
12.2
Competitor’s average speed will be determined by their Age Category. (Article 3.2)
• Age Category A : 45 km/h
• Age Category B : 48 km/h
• Age Category C : 50 km/h
Competitors must drive as close as possible to this speed until the end of the section. The Organisers have the right to alter the above average speeds during the rally.
12.3
The finish of a regularity section will be in a kilometer distance range that will be given to the competitor.
12.4
Competitors will be given ample opportunity, before the start, to calculate the discrepancy on their cars odometer from the official distance.
ARTICLE 13

Service and Refuelling
13.1
Competitors are responsible for providing their own fuel,oil,water etc...
Refuelling-points will be mentioned in the road-book.
13.2
Beside the official breakdown service crew, a competitor may enter one service car.
13.3
Registered services teams will receive route information with the service points indicated and the route to follow. This will be different from the rally route.
13.4
In no case may a service car go ahead or follow a competitor’s car; otherwise the competitor will be excluded.
13.5
In the case of a serious breakdown, competitors will be allowed to restart at the beginning of another section after repairs are completed, incurring corresponding penalties.
13.6
Service crew members may be required to sign the starting list waiver. If they do this, they will be considered as members of their cars crew and can replace one of their cars crew.
CHAPTER 4 : GENERAL PRESCRIPTIONS - PENALTIES
ARTICLE 14

Interpretation
The organisers reserve the right to adapt these regulations according to the circumstances. All eventual modifications will be announced by official bulletin, dated and numbered. In case of discrepancy the French text will apply.
ARTICLE 15

Signing on
15.1
Signing on will take place at a time and place stated in a bulletin.
15.2
Crews must be in possession of :
a- the confirmation of their entry
b- their driving licences
c- their identity card or passport
d- written permission from the vehicle owner if not owned by a crew member.
e- a green card insurance certificate valid for the duration of the event and for the crossed countries.
f- a FIVA Identity Card in respect of their vehicle.
(Entrants without FIVA Identity Card for their vehicle, are advised to contact the organiser).
15.3
Crews will receive:
a- 2 sets of rally numbers
b- 2 rally plates
c- a scrutineering form.
d- any other necessary documents.
ARTICLE 16

Scrutineering
16.1
Scrutineering will take place at time and place stated in a bulletin.
16.2
Rally numbers, rally plates and organisers advertising must be displayed on the vehicle before scrutineering.
16.3
The requirements of article 3 will be checked.
ARTICLE 17

Penalties
Penalties are awarded at the discretion of the Chairman of the Event.
17.1
Start refused :
1. route reconnaissance or practising
2. non payment of the entry fee
3. non conformity at signing on or at scrutineering
17.2
Exclusion :
1. dangerous driving
2. irregularities in crew identity
3. vehicle non-conformance with article 3.3.2 and 3.3.10
4. rudeness or menace towards an official
5. un-sportsmanlike behavior
6. excessive noise after two warnings
7. more than 2400 penalties for speeding
8. alteration to the time card not initialed by the marshal
17.3
Penalties :
1. In case of loss of the time card, all the time controls, the passage controls and regularity sections are considered missing.
2. missing a time control : 150 pts
3. missing a passage control : 60 pts
4. missing regularity section : 120 pts
5. maximum penalty for lateness on regularity section : 60 pts
6. per minute early at time controls : 10 pts
7. per minute late at time controls : 5 pts (see article 11.3.3)
8. per second early on regularity section : 2 pts
9. per second late on regularity section : 1 pts
10. change of car after the start of the first time control of Monday, June 20th : 150 pts
17.4
Special penalties :
1. speed control
+ 10% : 180 pts
+ 20% : 300 pts
+ 30% : 420 pts
+ 40% : 600 pts
+ 50% : 900 pts
CHAPTER 5 : APPEALS - CLASSIFICATION - AWARDS
ARTICLE 18

Réclamations et appels
18.1
Only individual protests will be taken into consideration.
18.2
Any protest concerning the run stage, must be introduced on a written form to the rally director or his assistant, within half hour of the arrival of the crew at the final control of the leg.
18.3
All protest concerning the classification, must be introduced on a written form to the rally director or his assistant, within half hour of the display of the results. This protest must be guaranteed by an amount of FS 200 -.
This amount will not be refunded in case of groundless protest.
Protests will be treated according to the FIVA events code. The protestor can, without any additional fee, appeal to the FIVA observer.
ARTICLE 19

Classification
19.1
A the end of the event, the classifications will be :
a- overall classification
b- age category classification
c- class classification
d- team classification
19.2
A provisional classification by category will be established at the end of each leg.
19.3
In case of a tie, the crew with the car that has the oldest car will be winner.
If there is still equal score, the crew with the smallest engine will be winner.
19.4
In addition to the general rankings and rankings by category, drivers will compete for other trophies in the rally.
Some of these will emphasise the consistent progression of the teams, others will take the technical performance more into account.
The specific practical details will be announced by official bulletin.

20.1
Overall classification :
• 1st crew : 2 awards
• 2nd crew : 2 awards
• 3rd crew : 2 awards
• 4th crew : 2 awards
• 5th crew : 2 awards
20.2
Classification by age category :
In each age category :
• 1st crew : 2 awards
• 2nd crew : 2 awards
• 3rd crew : 2 awards

Ladies prize :
• 1st crew : 2 awards
• 1st mixed crew : 2 awards

Fair play award : 2 awards

20.8
DAILY AWARD :
The best crew in each age category will be presented two awards each evening.
No crew can win more than one of these awards.
20.9
A crew winning an Overall Award is not eligible for a Category or Class Award.
